Is this a Good Strategy to Remove the OOP?

Hi there!

I have a domain that I strongly suspect has been penalized (OOP) for its main key phrase.

The site has been scoring #3 for the key phrase until Jan 24, and since then it is not found within the top 1000 SERPS, even though the site has 1000+ pages related to one theme.

Is it possible to remove the OOP the following way?

1. Drop the old (penalized) domain.
2. Register a new domain.
3. Use the old content with the new domain.

Would that work? Thanks for any insights...
