Same search term with quotes - different results

When I search google for a phrase I get diff results if I use quotes

Hello, I am trying to figure this out...

When I search google for a keyword phrase I get a set of results... and our site does not show up... :)

We have that term in the title, links, etc etc

BUT when I search google for the phrase with "" around it...

Our site is the only one that comes up...

Anyone see anything like this before?

Quotes mean: find this exact phrase.
No quotes mean: find a page with both these words on it.

So ya, 99% of the time those two searches will produce different results.

yeah... i guess thats just the way it is...

it just seems strange that you can search for a term and a site with that exact phrase wont come up... but all these other sites with unrelated stuff come up...
