Sites Targeting Different Countries Running Off The Same Template

Hi,
I am marketing 2 sites, both are indexed on Google, however one is performing very well and the other has not achieved any visibility. Both sites contain different textual content. Could it be that Google is finding the templates and viewing them as mirror sites.
I would appreciciate any ideas on this.

Google doesn't look at HTML code, only text. So if the text is different enough, then Google will treat them as separate sites.

Most likely, the difference is that the poorly performing site has a lower PR, more competition, or weaker keywords.
