Am I being penalised for cross linking?

I had 3 domains all at pr4 now dropped to pr3
And at the same time all my content pages
disappeared from serps.
All were previously top 5's for their keywords.

All of them took in links from 4 other sites I hold.
These 4 sites each had 50 outbound links from their
index page

Some went to the index pages some to the internal
pages of target domains.
The text link matched the keywords of the target
page
(Does this make it on-topic?)

Did linking from a site with 50 outbound links
get me penalised in Google?
