Links Pages Have No PageRank

Will I get the benefit?

I have linked to a number of sites that have a reasonable PR rating but notice that their link pages have no rating. Does this mean I am actually linking to a 0 rated page or does it take the site rating? Will their PR come up in time?

I think the answer to this is to wait but Google has picked up my home page but nothing else in 3 weeks. Should I submit all the pages or just hang on?

I had a domain (X) that was re-directed to Domain (Y). I am not using Domain X as a separate page. Will Google go back and re-index it as an individual page or will I be in the brown stuff cause of the previous re-direction?
