whois, same owner or technical of 2 related sites

any filter for 2 same content site with same owner

hi guys,

after austin update i have seen on serp that only 1 site appears, others can not appear..
for example i have several sites with same contents
a) <topic1> directory - 2 sites were on first 10 but after austin , 1 of them is gone i mean it is not on first 10 result
b) <topic2> directory - 4 sites were on first 10 but after austin, only 1 of them can be on first but all my 4 sites were on first 10 with several kw's
site1 is number1 with kw1 others absent
site2 is number1 with kw2 others absebt
...etc

most of sites has same owner or same technical contact or Administrative Contact.. but all in same server but all has differnt ip's..

does google check "whois" and filtering same owner or ... for same content sites..
