several index pages, content duplicated

Hi,
Been thinking if itīs legal the way I have my structure. English blue is the main directory, the rest in subdirectories.
shortly this I have
English - blue - index.htm
English - red - index.htm
spanish - blue - index.htm
spanish - red - index.htm
french - blue - index.htm
french - red - index.htm

For exampel in english blue I have some information pages, and not to make visitor jump between menus, these information pages I have as well in directory english - red, i.e duplicated pages....
Is all this "legal"?

Another cuestion, we are growing and are going to have several cities, would it be "legal" to have all these cities in subcarpets as english - red - city1 - index.htm?

Just checked another site that ranks well and they have plenty index files......... even pages that for me shouldnīt be index.
