Now I am starting to find links but find it nearly impossible to get my website name on a PR4 or a PR5 site, although i could get some PR1,2 and 3 links.
Are these PR2 and PR3 sites worth linking to - would they improve my PR ranking, which has now gone to 0/10!

You might also want to think about submitting your site to DMOZ. After a few months, you should have enough links scattered around the Internet to keep your site indexed.
You shouldn't be concerned really with what the PR of your site is - but you should strive for at least a PR4 or PR5 to be competive. I know of many sites that smash PR7 websites with only a PR4, they do this usually because of better anchor text.
Yes if your at a PR0 right now - get that PR2 link, as many webmasters might not want to link to you with a PR0. I would highly suggest submitting to the free directories to help boost your PR, once you have a little it will become easier to get sites to link to you.
Since PR is logartithmic the loss of the PR 5 site is severe, but agressively seeking PR 2/3 links is a partial substitute. And, as others have pointed out, some of them may increase their PR with time.
