How to Rank Well With Little Content?

I have to optimize a site for google that has ONLY 10 words of text on the homepage. It’s very graphical and *good looking* from a visual perspective.

I doubt it’s that good looking to google due to little content.

In this scenario, is it worth going with frames?

Any ideas?

The obvious answer is to add some more content as that's what Google indexes, but Google likes links and you can help any site by adding the right kind of links.

Lots and lots of backlinks may still take you to the top. I am targeting a keyword combo that is dominated by companies giving away a free service in exchange for links. Their site consists of few pages, not optimized, but they have about 10,000 backlinks on Google. They even show up for some keywords that are not even on the page.

One site that shows up doesn't have that many backlinks, but has a certain keyword in a lot of anchors. They show up for that keyword even though the site is in a foreign language. What's worse, it's quite clear that they are not even interested in targeting that keyword.
