if a domain have a new owner the domain will start from 0 in google
Google does not change its weighting of a domain's backlinks just because it has (or seems to have) a new owner. Otherwise there would be chaos when a domain was bought and sold, a registrant changed to her married name, etc. etc.
It's when someone picks up a domain that has actually expired that Google tries to devalue the "legacy links".
I have one expired domain I bought which has been under penalty for a year (even though webmaster@google.com replies to say that they do not do that.)
Not what Google does to prevent this is still a mystery.
