Link Directory/Farm w/ high PageRank Spam or Benefit?

A link directory has a huge link exchange program but has a section of similar sites/industry links as mine. The sites Google PageRank is high. Is it still a spam site for linking to/from? Would Google put a high PageRank on a spam directory?
