Google only indexes high PR inbound links?

Link searches only show PR-4 or higher inbound links?

I'm seeing articles on various sites, some quite reputable, noting a "link:www.mydomain.com" search only lists inbound links with PR of 4 or higher.

Is this accurate, does anyone know..?

The link: command only returns pages above a given PageRank, but the lower-PR pages that are not listed are still indexed and contribute to the PageRank of the linked page.

In other words, just because you don't see them doesn't mean that Google doesn't.
