Making Full Use of PRs

I've got 3 sites...A, B, & C.

A is my personaly website, with PR 3
B is a website setup for a company, with PR 4
C is my current website, with the highest PR of all, PR 0.

Question: how can i make full use of A & B to increase my PR on C? I know those PRs aren't high, but I am totally new as to this SEO thingy.

Also, what's the best way to link? reciprocal, or just one way? or there's no difference? i have a couple of site linking to C, but it doesn't appear when i query google. Should I link them like

<a href="http://www.C.com/">http://www.C.com/</a>

or

<a href="http://www.C.com/">C</a>

any difference? thank you.

Link from several pages, if possible, on A and B, to C. Don't link back from C, then you don't have to worry about any chance of link-farming penalties.

Should I link them like
<a href="http://www.C.com/">http://www.C.com/</a>
or
<a href="http://www.C.com/">C</a>

What is called anchor text, in your example "C", is very important. Making the anchor text the URL isn't any real benefit. You want "C" to be your keywords.

Don't be too concerned if your backlinks aren't showing in Google yet... they don't update it on a regular basis... it can take a while.

If you're talking about links to sites that aren't yours, the best is incoming without reciprocating. If you're asking other sites for links, they'll probably want links back... the best incoming links are ones you don't ask for and don't have to return.
