My questions to you:
What is the optimal length of title and keywords, if i optimizated site for Google?
Then smaller length, that bigger weight of the worlds - is it true?
What is the URL of site, when i can read useful information adout optimatet site for Google?

I would keep it so you can read it all when viewing your own page using IE.
Use as many non-repeating keywords as possible while still having readabl by humans. While this may or may not help with ranking. it does mean that these keywords will be bolded if they are part of the search term. People tend to 'scan' a search result page for the words they used to search.

Don't worry about your English - we are all happy to help where we can, and sometimes, those of us who speak English manage to write things that no-one can understand either! :-)
In answer to your question about Meta Keywords, Google does not look at these because they are so easy for spammers to use to promote false content.
Google will occasionally use the Meta Description if it cannot find other text on your page to put into its snippet (the piece of text that appears under the blue page title in the Google's Search results.
It is difficult to find time to read everything that is here, but there is loads of information answering questions asked by beginners, like yourself.
But do feel you can always ask - but you might get more answers than you expected - sometimes all different...
