Imagine 10 links on a page, 9 of which are redirects via a cgi script which I'm sure Google doesn't follow - in 2 years I've never seen one of these links listed for a site's backlink count, and since the script picks up the links from a database, I'm sure of this.
Does the remaining, normal link obtain all of the PR, or just a 10th?
