Backward Links and PageRank

Does a link to my site from a PageRank3 or less page still count?

I just heard that Google does not count links from pages with less than a PageRank of 4, is that true?

I thought that all links counted for both link popularity (PageRank) and for link relevance (the keywords in the link).

So in other words, if I have several pages with links pointing back to my Home Page with the link text "home based business resources" that I won't get any "credit" for those links unless they are located on pages with a PageRank of 4 or higher?

No its just that they used to not sure PR3 or less in the backlinks when you did a link:www.yourdomain.com.

But now the backlinks are all over the place.

To answer your question, backlinks from PR1/2/3/4/5/6 etc all count toward your ranking in some way, although the higher the PR that your page is listed on the better.
