for the backlink whether the site is relevant or that particular page

Say is about shopping stop, it has all information about cosmetics and other stuff, no finance. But it has a page www.xyz.com/finance.html, this page is all about finance and has a good page rank.
Now tell me whether linking to such a site is advisable or not. The site may not be relevant but that page is for sure.
