I have a domain registered with VS and I want to switch it to some other provider. If I do this, will it affect my PR/links etc? Would it be counted as a deleted/expired domain and get reset to 0?

As long as there is complete continuity in DNS for your domain there shouldn't be any problem with search / PR.
