It's possible that the Alexa toolbar isn't visible.
Googleguy might be right. When I activate both the last one comes on top, I think IE just uses three bars by default. You might want to drag the handle (the vertical bar if the toolbars are not locked) and move to the line below. It should have both visible.
You might want to click on View->Toolbars on IE and search for Alexa. It's possible that the Alexa toolbar isn't visible.
I think IE gets confused on a new toolbar install. Norton AV installed an IE toolbar on install without asking & I had to 'View', 'NAV Toolbar' to see the Google toolbar & vice-versa. I think a reboot straightened it out.
One thing that's pretty interesting is when I have both running, Google beats out my ISP's toolbar every single time in zapping the pop ups.
Just go to View --> Toolbars --> Options --> Customize and move the Alexa icon over to the box on the right.

It has happened with other toolbar combinations (NAV toolbar > Google toolbar), and Google was installed first and NAV disabled the G toolbar. Simple, it's probably an IE bug.

Given that A) The IE toolbar api is freely available from microsoft and B) there are a theoretically infinite number of possible programs, I'd have to say no to the first question.
As for the last statement, M$ platform updates may be inconvenient, but deployment testing is a standard practice among software professionals- particularly when deploying automation controls.
