I'm pretty sure that it hasn't been like this yesterday. The www-gv data center was reachable by it's domain name but www.google.com never pointed me to it. Also, former trace routes from other places in Europe always went to data centers in the US. On the other hand, I'm logging the DNS records of a name server in the US and www.google.com didn't resolve to 216.239.59.99/104, yet. It appears that Google's switch to Akamai [webmasterworld.com] shows it's effects now.
The whole thing may not be a big deal but, i.e., it could be easier for Google to react on being forced to prevent access to cached versions of certain content by European governments or law suits (which already happened in the past). They would only have to filter it at one data center (or two if www-kr joins the club). However, in the end it would be possible to have a completely different index for European users. I doubt that this will happen but who knows...
