Updating Google's cache

How is it determined?

Hello,

I'm a bit frustrated by the fact that, although I have new content daily, Google still doesn't update its cache. How does Google determine when to update a cache?

Note that even after SEO, it didn't make a noticable difference regarding search rankings. My site barely exists in other search engines (altavista, yahoo, MSN, etc.)

In addition, backlinks are still not updated.

I'm not sure if the site is penalized or not (how can I tell?), but I'm sure of the following:

1. No hidden text.
2. No javascript.
3. valid HTML.
4. headers
5. and most importantly: Content.

I would appreciate any advice regarding further optimizations and enhacements.

I'd like to also mention that GoogleBot apparently updates some deep links daily, but does not update the main page (index). The main page on google is more than a month old.

Also, just in case needed, the index has PR4, but all the other pages have PR0 (which is a bit strange, since it seems to crawl internal pages every few days, but not the main page).

Any help would be appreciated.
