new Penalty

I have a new site that has been up for a month

it is getting spidered daily by google and it has some good incoming links from other sites with good PR's

in my toolbar it has a PR0

if the site had a penalty would it be getting spidered so heavly or does it just not have a PR and my toolbar is showing it as a zero

if its the same after 2 months I would start to worry but not yet ....
