Link Exchange - Will this hurt or help?

I have 60 pages on content. I am thinking about putting the most relevant and high ranking sites on every page - the same sites. Will this help me or them or hurt us?

At this moment in time, it would seem reciprocated links help both you and them. Either way, I don't think it's likely to hurt you unless of course you link out to a bad neighbourhood.

I know link exchanges help, but on every page? Like a 'power' link the same link?

Is the purpose for navigation or something else for the benfit of the user, or strictly for PR?

I do this on my site and I don't think it hurts either my site or the sites I am linking to.

Benefit of the user and PR.

Each page something like:

widget directory
widget accessory
widget lookup
widget listing

etc.

Same link, not mine, but I am link exchanging with them.
