If you do that than you'll do fine on any search engine, regardless of any algo changes.
What I would suggest not to do is to cram keywords and phrases all over your pages, which would make for an ugly spammy looking site.
With some of the recent changes with Google some people have speculated that over SEOing may be being penalized by Google, but obviously they can't supply any proof. Personally, I don't buy it.
The fact that "spam" is in the eyes of the beholder tends to suggest a million in one answers.
example: hidden text and hidden links (same color as background) are considered bad practices. Will 1 or 1 million get you penalized?
I say yes to both with a disclaimer -- one hidden link/text will last longer than a million.
So what is your definitive idea of "over SEOing"?

Better still is www.domain.com/keyword.html or www.domain.com/keyword-keyword.html
and best is www.domain.com/index.html or www.domain.com/keyword/index.html
To answer your question - there is no evidence that suggests any of the above will get you penalized.
Some people might describe large hidden keyword lists as "over SEO-ing", in which case I think we can all agree it's dangerous. Personally, I don't see hidden words as SEO as such, because the fact that they're hidden does not by itself help Google listings. A more subtle effect, and one that I think could rightly be described as an "over SEO-ing" filter, would be having many links from other sites with identical link text.

Are you saying that it might come of as spam if many sites link to your site with same anchor text? Isn't it perfectly normal to come up with a good text link and then ask people around to link to your site using it?

Have a page with a PR 4 and is ranked #8 when using the allinanchor:keyword, but when you just search the keyword it comes up #92.
I ran the page through webpostion software and found out I was way over optimized (keyword count high). So I redone the page and ran it through the software again it was still over optimized but not as bad, so I posted it. As soon as google cached it I moved up to #86.
Do to the type of content it is, it is really hard not to over optimize. But I'm going to have to redo it again, and I'll post my results.
From what I have been noticing around the net and on a couple of my other pages is, if you have a good ranking in allinanchor: search then you only need to have that keyword in your title once and in your body a couple time to come up with the same rank as your allinanchor: search. (Hope that made since)
