Site left out of update?

PR and Backward Links unchanged though site has changed

Since update D, I have changed my site from a tabled layout to external CSS with absolute positioning so that my content is at the top of my HTML and there are no longer any formatting tags in my code. I have added descriptive but not spammy title tags to all internal links and many external links.

I have added a "Link to Us" page and have as a result tripled the number of sites linking to my site. I also took the time to submit my several small directories and all of them have listed me.

I changed all my page titles from H3's to H1's since I was able to change the size of the H1 with CSS. I've done almost everything that was suggested here.

But my PR remains stuck at 5 when it was a 6 prior to update D. My backward links remain at 116 and none of the new links are showing. My Google referrals are down. They used to be 60% of my traffic and are now at about 35%.

Googlebot visits my site daily.

Is it possible that my site has somehow been frozen in time and left out of this recent update?
