Will sites that have the same pages for months be removed?

Will sites that do not change a whole lot start to do worse in SERPs?

If incoming links remian the same, or increased over time, will google rank the page lower because it has not had fresh content to feed the bots every time it comes around?

No. I have a one-page PR6 page that has been around since 1996. Very little on it needs to change because it is a small directory and that is its only interface.

Old sites might do less well simply beacause new and better sites might come online and get a better ranking.

However, a definitive site on a particular subject will be very hard to push aside as it should have a solid set of quality backlinks that have been stable for a very long time, links that come from many diverse (by ownership and geographical location) related sites.
