In the case of the "They're at it again with the -sj server" thread it would have been much smaller because the only debate would have been what are they testing and not hundreds of SEO people asking if it is the update or not and foreseeing the end of their lives!
Also if Google did make the officaly update announcement GG wouldn't have to skate around many question on whether something is a prelude to the update.
Anyway, if Google made such an announcement nobody could waste their time on this forum. It'd be so dull.

.. I can give advice about how to structure sites and answer lots of questions, but it's not my place to talk too much about things that veer way into the "secret sauce." I wouldn't be surprised if several SJ-related questions fall into that category, at least for now. Does that make sense?

confirm this is a algo test, and not the real update. Otherwise there would not be a need to re-sync for spam snapshots and backlinks.
As far as whether I speak for myself or the company--this is definitely just me. Don't take anything I say as the official stance of the company.
However, let's not put too much burden on him. Google, is a fairly large company with over 300 employees at Mountain View office. In a company of this size, I doubt that except for a few engineers in charge of data centers and algorithm testing, others would know exactly what's going on.
There's absolutely no benefit for google in announcing it.
The more they make their processes public knowledge, the more prone to spamming.
Google did not ask us to follow the updates, let alone work out how to "rank higher".
Announcing an update would just legitimize the practice and would be the thin edge of the wedge - Heh GG, you tell us when the updates are, so why not tell us this and this this and this...
google does not want you to get an advantage in ranking over other un-optimised sites that may be just or as more relevant as yours.
They want you to give up and buy Adwords..
Well, it happens when it happens. There's no official update timetable. Google could announce it if they wanted, but they normally prefer not to pre-announce things.
