I submitted a reinclusion request to google and the email stated that the domain in no way was penalized. I have some concerns in this situation, I always hear people say once you get that PR0 and so forth to just drop the domain. I'm not willing to do that, however I don't wanna live in the past. Does Google actually check the sites which are in question upon email request and would they lie to me or do they tell the truth. If its not banned or penalized should i believe it and just get more links to it?
Have other people gotten replys back saying they were not penalized and gone through all the steps to get ranking back and been unsuccessful?

I think it is not this simple. Some of my pages have no backlinks and they have PR ranging from 4 to 5 plus they are in the top 5 for some keywords.
I really wish I had a good understanding of PR.
In my view web sites should be evaluated on their own merit
and one should not have to be linked to or from anyone.
PR seems to create a system of exclusion - "no tikke, no laundry"
