then in the "Did you mean ..." section the question mark is included in the link!

The question mark is caused by the quotation mark you have at the beginning of the query string. If I replace it with a quotation mark from my keyboard, this doesn't happen, so I suppose it's an encoding problem of sorts?

The quotation mark is not even the normal double quote (" or " or ") but a 'Left double smart quote' (“).

So Windows will substitute smart quotes even in the Google search box? How very smart of Microsoft to think of that... ;)
