If you have a robots.txt file
that excludes your scripts, e.g. Disallow: /scripts/
and all your html uses javascript, where the src of the javascript is in the scripts folder, will google not index your main page?

No,

Google doesn't fetch external JavaScript, so it won't matter.

Just make sure there is enough non-JavaScript content on the pages to rank well for your targeted keywords.

It should be fine. I have sites where there are links to js files and that folder is disallowed and all pages were indexed.
