To answer your question: would you are willing to pay depends on what will you get from this - in money, sell. I guess the PR 8 is at least twice or thrice than the PR 7, maybe more.
When considering the value of a link / advert, then think about the following:
> Will the site linking to me improve my brand image? Eg a link from Bob's software page is just a link - a link from Microsoft is a great referal.
> How much traffic will the site send?
> How many additional people on their site will see your advert (they may not click through, but could visit your site later if you have a memorable ad)?
> PR of the linking page.
My thoughts on buying for PR are made clear in the other threads, so I wont repeat it here.
But I will say if you base your decision purely on PR, then you are paying out for something that may or may not improve your own PR and may or may not improve your own ranking, by an amount that cant really be measured. That's is not a sound enough basis to pay out big bucks for.
Make sure any decision you make is based on legitimate and sound business choices - traffic, branding, sales, exposure, etc, etc.
Like Google's algo, certainly take PR into account, but do not make it the basis for your decision.

Agree 100%. Use a scale other than PR to evaluate the link. At a minimum, use another metric to try and justify the price and mentally charge the difference off to "PR goodwill" or as the price of whatever is your goal is with this ad. If you are buying on the basis of PR, don't forget that the contract should include a termination clause if they happen to drop.
