page full of links

currently i have a few pages on my site which have only links to other topics on my site.
example the pages have links to topics like red widgets,blue widgets,free widgets......

these pages dont have any content.only links.

the reason i am keeping such pages is because i want google to index all of those topic pages widgets,blue widgets,free widgets......

is this called keyword stuffing or spam?/

I don't see a problem lets face it most site maps are like that

These pages are called site maps. Only thing is to try and restrict the no of links on each of these pages to less than 100.

and have approx 140 links on it?

yes it something like a sitemap.

vitaplease -its just like the google sitemap.

expect that i have named the pages ex1.html ex2.html.
also i have around 20 such sitemap pages.

will it help if i rename the pages sitemap1.html....

will 20 such pages be considered spam?
