Sites getting rated in top 3 without the keyword

I typed in 2 keywords that describe a particuler law. (ie. blah act) The first 2 results on Google were relevent but the 3rd had nothing to do with the keywords. As a matter of fact it only had one of the key words (blah but not act). I went to the site and there was no mention of the 2 words together. There were pages and pages of sites that had the 2 keywords in their title and description and URL. Why is this.

When I went to Yahoo the same irelevent result was 2nd.

By the way when I mean 1st, 2nd, or 3rd I do not count the paid ads. I mean the reg rusults.

Anchor text could be one explanation. Check the backlinks for the sites in question and see how sites are linking to them. It's pretty easy to get good position in non-competitive areas using anchor text.
