Has anyone else noticed that backlinks below PR4 are showing up now?

I've noticed backlinks from forums now count. Hundreds/thousands of them are enough if someone has a link with their preferred anchor text at the bottom of each page.

I've occassionally seen backlinks below 4 in the past two months.

Backlinks from forums have counted for at least a few updates. I've had 30,000+ of them from some vB code for a while. I'm not sure why they would be considered any different from other backlinks.

I have been seeing backlinks from Forums for a couple months....
Not noticed the PR 4 thing, but I did notice a nice bump in my back links this month!
