Do Penalties Antedate the Update?

I noticed that prior to the last update, people were noticing that penalties were being seen and gray/white toolbar changes were visible just prior to the last G-dance.

Is this a trend. I ask because one of my sites (though in the current database) is no longer showing any sites linking to it.

Any thoughts?

Not really unless it is a manual penalty it will be during the update process.
