For the last 2 days I haven't been able
to load up DMOZ.
While I'm on that note - i've been having trouble
getting listed there. Has anyone dealt with trying
to get listed in categories that seem to have no
editor?
Anyway, the non-english dmoz sites seem to be up
(dmoz.fr, etc)

In any case, there's channels you can go through if you suspect an editor is no longer active. A lot of editors are working hard behind the scenes, and issues are being addressed. I'd invite you to apply to be an editor and pitch in, plenty of cats need the help, and then you can post your concerns in the forums.
One way of checking yourself is to see when the last update was at the bottom of the page. If the cat is one that you'd expect regular submissions, if it hasn't been updated in 6 months then likely no active editors. However, if some editall spotted a lousy description and changed it yesterday, then it might look from the date on the page it is being actively edited, even if it had 2 year old greens still in the queue.
