when and why did google join the ranks of the sponsored listings on top instead of on the side, which i really preferred?

Those are Google Premium ads, and in some cases, AdWords campaigns with high daily limit and decent CTR are also shown on top. There are two text links on top of Google results. It has been that way since AdWords started IMHO. Its definitely nothing new.

I see, maybe I am just never around the 'high traffic' keywords .. never noticed them

Premium Listings were running LONG Before the so called CPC based Adwords on the side (which previously used to be CPM based)
