I've check page similarities for some site.

After which similarity percentage is it considered as spamming?

Even without using tools name how much different should a page be, not to be considered as spamming

I doubt similarity = spam, just means google will ignore it.

I've been making a search engine using some DMOZ data, seems that when you do some "template stripping" there are sometimes only 5 unique words on a page. To me, these unique words are what make the page useful.

Lot's of people have large templates with v.little unique info but don't get tagged as "spam".

Yes but these people have 10 websites with 3 different designs (2 sites based on design1, 4 site based on design2 and 4 sites based on design3 ) and with only some slight differencies in wording. All selling the same services.

not the fact the templates are the same, but if the information they provide is...then sure, totally agree.

Google only shows at most the top 2 pages on any site that match a search. Thus, you can't spam a SERP with just one domain.
