Can a DNS change Cause it

Small site that was pr3 for a few months. I moved it to a different server and decided to not pay for two hosts durring the move. It took between two and three months for google to find and spider the new host. This is the first month back in the index but now its a pr0.

Could this have caused it or is it a penalty?

Give it through another update before worrying, but getting a few addional links wouldn't be a bad idea if it was PR3.

Exactly the same thing happened to us. FreshBot returned us to the index after a week or so however we were a PR0 for a month before returning to our PR5.
Give it another update.
