Why are our PRs so different?

My site has a PR of Zero and my competitor's site has a PR of Four. However, neither one of us have any inbound links just internal links. (yes, I have since been working on this) My question is how does his site have a PR4 and mine a PR0?, has he done some SE optimization?, will that give you a slight boost in PR even if you have ZERO inbound links?

Check for backlinks on Alltheweb. Google only shows backlinks with the link: command if the page has at least a PR4. Also consider he may have links to his site other than to the home page.
