How does Google count inbound links to my homepage?

Hi, I just noticed a site has linked to my homepage. But surprisingly, I found out the webmaster has put up a link to my site on every page on his site. Thre are about 1600 pages on that site. So, my question is whether Google will treat this as ONE link or 1600 links? That site has unique content on every page, FYI.

1600 links. Google may down grade the amount of PR passed, but each page has its own Page Rank.

So r u implying one single link is better than 1600 links?
