Multiple sites - same content

First of all I would like to say hello(and thank you!) to all the visitors of the webmasterworld,as although this is my first post,I have been a lurker for several months now.

Anyhow,back to the topic.
For several months now, I have seen a competitor spam the serps in my topic. this is one of the most blatnent examples:

ALL the top 10 sites belong to the same person,and besides from some minor changes are all the same,and are all linked between each other...

I have reported this spam several time to google with little luck...
So does google simply don't care, or am I missing something and they don't consider this spam?
