If I have PR6 and a competitor has PR6 as shown on the Google toolbar do we necessarily have the same PR for ranking purposes or could his be pr6.7 and mine be pr6.1 thus making a difference for ranking purposes and if so how can I tell?

google directory will point you in the right direction if both listed under the same cat.

PageRank resolution has been seen as low as 1/30 of a Toolbar PR notch, but is probably much better than that.
The Google Directory can compare URLs (when listing by PageRank order as is the default), but the distribution of URLs within Google Directory PageRank values is debated.
