I don't know if this was covered in a previous discussion, but I need to know if on exit popup or popups in general can limit PR or basically are being looked at by google and other search engines as "bad" tactic? Thanks

Roger that, I agree that onunload (exit) popups DO NOT have a negative effect on Google SERP's.

Yes, google considers them a bad tactic. But it appears that they do not penalize you for them. (yet)

Yes, they are bad. Your AdamsRank is now 0/10.
I don't know if they penalize for it, but they obviously don't like it. They have a "Suppress the onUnload JavaScript event" feature in the Toolbar options, so they must find the at least as annoying as I do (or did, thanks to the Toolbar).
