Text link phrase?

Can somebody tell if the text phrase on a link counts as a keyword booster in google?, and does each individual word that I put into a keyword phrase count?.

Do a Google search for "best viewed" (with or without the quotes). The first result in the SERPS is the IE home page. Click on the link to the cached copy, you will see:

> These terms only appear in links pointing to this page: best viewed

The IE home page, which does not contain those words, is #1 for them because of the thousands of sites with links to it with text like "Best viewed with IE 4" or some similar archaic message :(
