I get this message with a certain keyword phrase that has been fine for a few months. Hence, clickthroughs and impressions are down.
For another campaign, when I hovered over the keyword analysis tab again, it gave the message as if I had just added the keyword, even though I haven't! (message being keyword not showing, because you just added the keyword etc)
Anybody else had any issues like this?

I heard from the tech team yesterday - about an hour or so before Rehan's "It's fixed now" post - that the issue with the Ads Diagnostic tool had been resolved - but decided to hold off mentioning it in this forum, overnight, until I was certain.
Today, within the last hour, the tech folks have confirmed for me that all indications (other than the several 'not fixed' posts here) are that this issue is in fact resolved.
The tech team wondered whether it was possible that those in the 'not fixed' camp here might be misinterpreting the rejection reasons that they're legitimately seeing as further evidence of the issue. (I am nearly positive, for example that this will be the case for the "...all my keys incactive, i need to pay like 1$ to get it active, and my landing page are perfectly matched the keys" post earlier in the thread.)
If you feel that you are still seeing messages which are in error, I'd ask you to please contact AdWords support with the details, and ask that they escalate your email to the tech team. If this is not fully resolved, then the tech folks will certainly be looking for 'active' examples which indicate that that is the case.

To that I'd add to please be sure to send specific information so that the tech folks can try to reproduce what you are seeing. They'll need the account, campaign, ad group, and the keyword(s) for which you are seeing a message you feel is in error. Maybe even add that "AdWordsAdvisor on WebmasterWorld" specifically requested that your information be escalated to the tech team.

The support person I contacted followed up with me and told me the technical specialist they consulted confirmed the issue is still occuring for some advertisers and they are once again working to resolve it.
Correct - you beat me too it, Kobayashi. I also had this confirmed a few hours ago.
So, once again, my apology to those who are experiencing this. In anticipation of the next question, I don't really have a time frame for resolution - though I will certainly update as I know more.

However ... It has changed now from random messages during the keyword preview to "You have reached and exceeded your budget."
What!
So I thought this was still a bug in the preview tool. But I used the ads diagnostic tool, and nope the ads do not show.
I then used normal Google, nope, the ads do not show.
The funny thing is I am nowhere near reaching my budget, looking at my stats. But my ads do not appear :-0

No, this is not yet resolved - though it is an issue seen only by a very limited number of advertisers at this point. My (continued) apology to those who find themselves within that group.
I'm reluctant to call out a date for resolution - having been incorrect once already - though I will certainly post again to this thread when I get the 'all clear' from engineering.

I also experienced this kind of message, "You have reached and exceeded your budget", but my actual daily budget vs my ad spent is still ok... no matter how i increase my budget, it still prompts me the, "you have reached and exceeded your budget' error...
So this is a related issue?

Hello Minut, and welcome to WebmasterWorld.
There are a very small number of advertisers seeing a message in error at present. And those effected will see a message that says there ad is not appearing, when in fact it is running.
I would say with about 98% certainty that the message you are seeing is accurate - and not part of the issue discussed here. Here are a couple of things to keep in mind regarding the message you received:
If your budget is not sufficient to allow your ad to safely appear 24/7 (i.e without exceeding your budget by the time 24 hours have elapsed) the AdWords system will start and stop the delivery of your ad over the course of the 24 hour day. If you look for your ad during the time that it is not showing, and use the Ads Diagnostic Tool, it will return the message that you have seen. However, this message does not literally mean that your budget has been reached or exceeded. Instead it means that if your ad were to show all the time, then the budget would be in danger of being exceeded - and delivery has been stopped temporarily.
Also be aware that when you change your daily budget it may take an hour or more for that change to be updated in all servers worldwide. Then, once the change has been updated, you will not see stats which reflect that change for another three hours, due to normal server delays. So, when you change your daily budget, you'd be best off to give it 4 or 5 hours before checking to see if your ad is appearing more often, or checking on it using the Ads Diagnostic Tool.

I asked this several hours ago, as I was expecting to hear from engineering late this afternoon that this issue is considered to be resolved. And, I have now received that confirmation.
