They have already started the PIP lines for those in India and else where outside the US! Here is an excerpt:

Now that we have eliminated the popular belief that adsense doesn't pay early in December (we now know that they do) the next question that comes up (at least to me) is why those in the US have to wait so long for their payments when other areas are getting them as much as 3 days prior!
There are just a handful of people that have said they have seen PIP over the past few days so it is clearly not just the USA publishers that are still waiting, but then again what makes you think the USA publishers should get priority over the rest of the world?
You also have to remember that there are other message forums discussing this and they include posts from those that got their PIP line.

It's pretty simple really. Google only has so many days to calculate and "ship" payments to its publishers (worldwide) to meet its deadline. Assuming it takes 2 business days to have their payments received by the US publishers and up to 2+ weeks to some international publishers... Logically, one would process those payments which take longer to be delivered first. Yes there is a diffence between EFT and snail mail, but i'm sure it does take some time to process as well.
My PIP appeared on the 19th as well but I don't really care... all I care about is when the check is in my mailbox. Yes I still get paper because most of my bank tellers are HOT and they all think I work for Google! ;)

I thank you for that explanation and it does sound logical
but it doesn't mean that I have to like it - but it is a logical explanation.
By the way I'm posting this December 22, 2007 and its around 9pm EST and still no PIP so that means that if they post it on Sunday (which everyone has said that they don't do this kind of thing on the weekend) it may be available on Monday.
HOWEVER if they don't post the PIP until Monday then there will be a day wait because the next day after the Monday posting is Christmas Day so the soonest "had" day would be Wednesday (which is AFTER Christmas)
