Does google consider keywords in header and footer? or whether keyword density is calculated including the keywords in header and footer of a webpage by Google?

Yes keyword ~ keyword ~ keyword in the header and the footer still works on Google (don't forget the tilde "~" character between keywords, it seems to confuse Google)

If your asking if it works then yes, if your asking if its spamming then yes also! I wouldn't do it myself as I hope someday Google can get to grips with the tilde char and penalise sites that use it to keyword stuff!
