We've been working with a client who experienced a severe manual link penalty. We submitted a disavow file 8 times already over a period of 9 months, each time adding additional links. We also had a number of webmasters who removed links when we reached out to them. But so far, each disavow has failed to remove the penalty.
Has anyone else experienced this type of situation? Any insight as to what the next steps might be?
