Hreflang targeting problem - any solutions?

Having a bit of difficulty dealing with a href-lang issue, wondered if anyone could help.

domain.com – to land UK and non-European visitors (English language)
domain.com/eur – to land European visitors (English language)

I can't think of a suitable href-lang set up to ensure all visitors are served the right content.

Am I missing something obvious?

When in doubt, you might consider leaving it out of the code. If you can't be sure of including the correct href lang for each visitor I would not include it in the code. You don't want to have incorrect data in there. Too many people have inaccurate href-lang information that sometimes I wonder just how much faith Google really puts into that tag.
